Below a letter from the Chairman of ANECCC regarding the “Lombard Rally Festival Newcastle” scheduled for July 2021 and an email from the Chairman of ANCC regarding another event planned for Harrogate in April 2021.

Please note the warnings that these events are not running under a Motorsport UK permit and Motorsport UK insurance and legal support would not be available if anything should go wrong on either event.

Subject: Non Motorsport UK Event – Harogate April 2021

It has come to our attention that a non Motorsport UK group are intending to organise  a rally style event based in Harrogate on 9th to 11th April 2021.

Please advise your members that this event is not permitted and to that end will not benefit from the insurance and safety privileges a permitted event would. if anyone competes, spectates or marshals on this event they do so completely at their own risk.

NHMC Warcop Stages 2021 – 4 April 2021 – cancelled

North Humberside Motor Club Ltd regret to announce that for the second year running we have to cancel the NHMC Warcop Stages. The 2021 event was scheduled to run on Easter Sunday, 4th April 2021.

Press comments (and some government statements) appear to suggest that vaccination of the top 4 priority groups will be completed some time in February and that 3 weeks after that there may be some relaxation of the current restrictions (the legislation for the current lockdown in England has an ending date of 31st March 2021). That suggests that the earliest that restrictions may be relaxed will be mid-March. Previous restrictions have generally been extended which does not give us any confidence of the quoted dates being achieved.

The organising team have not been on the Warcop Military Training Area since the event at Easter 2019 – we need to see the ranges to check out our proposed stage routes. We cannot do that whilst the current restrictions are in place. Then after we have designed stages, the subjective route notes provider would need access to the Warcop Military Training Area to prepare subjective route notes and the Safety DVD.

The time-scales just do not work.

The combination of an available date for the ranges and access to our rally HQ means that it is not possible to re-schedule the event to later in 2021.

We remain hopeful that restrictions may be relaxed sufficiently to allow NHMC’s running of the John Overend Memorial Stages Rally on 30th May 2021 and the NHMC Cadwell Stages on 21st November 2021.

📢 ATTENTION 📢
In light of the announcement made by the UK Government yesterday and discussion with Motorsport Vision and the relevant organising clubs, we have taken the unfortunate decision to call a temporary halt to 2020-21 calendar. That means that in addition to Round 2 being postponed, Round 3 at Cadwell Park and Round 4 at Oulton Park have also unfortunately been postponed.

We are currently working with Motorsport UK, Motorsport Vision and all organising clubs to explore all avenues to ensure the Championship resumes. We are working through a revised calendar of events to ensure all 8 rounds of the Championship can take place which will announce in due course.

Riponian Rally 2021 – cancelled

Apparently the message below has appeared on Facebook. For some reason they don’t seem to want to tell me directly that the 2021 event has been cancelled.

The Riponian Organising Team, faced with no further clarification about access to the Yorkshire forests in February, coupled with uncertainty of what the future holds for COVID-19 restrictions after the Christmas ‘freedom of movement’ have decided that the only sensible thing to do would be cancel the event in February.

Additionally with there being no prospect of access to the forests between March and the end of July, which would then take us into clashes with events planning to use the same forests, unfortunately the only option was to have no Riponian in 2021. We plan to not waste the work the team has put in so far and aim to go again in February 2021.

NHMC withdraw from organising the NHMC Cadwell Stages 2020

North Humberside Motor Club Ltd has issued the following statement at 20:00 today (24th September 2020):

After considerable soul searching, North Humberside Motor Club Ltd have decided not to continue with the organisation of this year’s NHMC Cadwell Stages Rally which was scheduled for Sunday 22nd November 2020.

We believe that COVID-19 cases are rising. The Prime Minister’s statement on Tuesday leaves us more uncertain as to what the position in late November will be. Whilst expert scientific opinion still differs, it has been suggested that a full UK lockdown may be required; this further increases our uncertainty for the event.

We have already cancelled the NHMC Warcop Stages earlier this year when the lockdown started and we lost a significant amount of money on that event.

A combination of loss of some sponsorship and unavailability of some of our key organisers also has an impact on the organisation of the event.

Most of our organising team are over 60 and several are in high risk groups.

Looking forward to 2021, circumstances permitting, NHMC Ltd plans to run three single venue special stage rallies: the NHMC Warcop Stages on the Warcop Military Training Area in Cumbria on Easter Sunday (4th April), the John Overend Memorial Stages Rally at Melbourne airfield on 30th May, and the NHMC Cadwell Stages Rally at Cadwell Park on 21st November.

Subject: Harold Palin Memorial Stages – Fulbeck Airfield 4th October 2020

Hello Marshals,

As a previous supporter of Eastwood and District Motor Club events, I am contacting you to request in-stage marshal help for the Harold Palin Memorial stages at Fulbeck on Sunday 4th October.

I understand that some of you may not be comfortable yet in attending events and that’s fine and some of you are desperate to get out and enjoy a bit of motorsport!

The event will be run differently to previous years, being shorter, but with multiple laps and obviously less contact with crews and officials face to face. The rally will start at 10am and have 6 stages (so a late start and early finish – happy days!).

We will be running with a reduced staffing level to previous events – first come, first served I’m afraid.

All signing on will need to be done electronically prior to the event. No one will be allowed to enter the venue unless they have completed the pre-event sign on as we have to make sure we know who is on site as part of the governments Covid-19 ‘track and trace’ scheme and we won’t have any paperwork on site.

Please could you let me know either way if you are available or not for the event and if you are could you also let me know your MSA number so I can make a start on the ‘electronic’ paperwork!

Motorsport UK enters next phase of Restart

We hope everyone has enjoyed the opening month of motorsport’s resumption. During these past four weeks, we have successfully run over 150 events across eight different disciplines in five different regions of the British Isles. Without your dedication, enthusiasm, time and support, none of this would have been possible. We would like to thank everyone in our community – our member clubs, officials, marshals, teams and competitors – for a constructive and truly collaborative approach to the safe and successful return of motorsport.

This weekend marks a new month and the next phase of our restart plans. Not only are there two Grands Prix at Silverstone, where over 420 volunteers will come together to help make the races possible, August will also see the start of our British Championships. The British Touring Car Championship, British F4 series and British GT Championship all get underway this weekend with the British Kart, British Rallycross and British Autotest Championships following suit later this month.

As well as the British titles, an increased number of permits are being allocated across the UK, with a further 312 being issued for next month so far.

Important Information

Motorsport can only operate if we continue to follow the relevant guidance. This can be found at motorsportuk.org/restart

Social Distancing
We encourage everyone to follow the Motorsport UK and applicable government guidelines. Whether you are a volunteer, competitor or team member, please be advised that you must maintain a distance of 2 metres. If 2 metres cannot be achieved, a face mask must be worn, even if operating outside.

Please respect the officials enforcing the guidance – they are simply maintaining a safe environment for all.

‘Thumbs-Up’ Signal
A reminder to all competitors that if you are ‘ok’ following an incident, please give the ‘thumbs-up’ signal when approached by a marshal.

Two posters are now available from Motorsport UK to convey the above messages. These can be downloaded from the Document Library.

Non-essential Personnel
Please do not invite any non-essential personnel to events.

Hygiene
If you are running a team, we recommend you bring a supply of PPE and sanitising products for your personnel. Please wash your hands regularly or use hand sanitiser and clean common touchpoints regularly.

Signing-on Declarations for Pre-event Scrutineering
It is important to ensure that the Chief Scrutineer has sight of the pre-event declarations in good time before the event to enable them to review a percentage of the forms and plan any spot checks that may be required throughout the day.

Remember that competitors should not be required to assemble in a single location with their vehicles for scrutineering, but spot checks can be undertaken at any time during the event, including in the assembly area. Any issues found in these spot checks will need to be rectified before the vehicle continues in the event.

Marshals’ Upgrade Assessments
We have received a number of questions regarding assessments and wish to clarify the situation.  The person carrying out the assessment would be classed as an additional person, supplementary to requirements for the safe functioning of that post. For this reason, whilst social distancing measures remain in place, marshal upgrade assessments must not be undertaken. Should assessments for upgrade purposes need to be postponed until 2021, all previously achieved event attendance and training signatures will remain valid.

Rallying Restart Guidance
Rallying as a discipline was given the green light earlier this month, and now Motorsport UK has created a guidance video to help everyone understand the changes we have to undertake. Following our announcement, FIA World Rally Championship powerhouse M-Sport launched a brand new event to be held at Greystoke in Cumbria. This will be held on 22 August and will be the first rally to implement our new guidelines.

We fully appreciate the feedback we receive after events and the information gathered from the COVID-19 Officer reports. With each weekend, we are continually evolving and finding new ways to safely run our sport. Hello all Marshals, Officials and Competitors,

I hope you are all keeping safe and well.

This email is to let you know that the Harold Palin Memorial Rally has been given the green light to run on 4th October 2020 at Fulbeck airfield.

We will be following all Government and Motor Sport UK guidelines regarding Covid-19 to run the event as safely as possible, ensuring the safety of all crews and officials who wish to take part in the event.

We will be in touch shortly to request support for the event, but this is just to let you all know the event is going ahead as planned.

We will still be doing repairs and upgrades to the venue as planned and as ever we really appreciate the support you have shown the event and the club in the past.
